1 Scope

This is a competition for a framework agreement for unmanned aerial system (UAS) services (drones) for observation along the railway infrastructure of Jernbaneverket. The contract is a twoyear long framework agreement with optional one (1) plus (1) year. The contract is split in six geographical areas, and the Tenderers may bid on as many areas as he wants. The Norwegian Rail Administration is looking for solutions to acquire and analyze observations, helping geologist and management to identify measures to be taken. The main task will consist in mapping areas hard to reach and documentation / presentation of measures taken. The equipment being used shall be tested and found fit for use. If possible, the drone should be operable whilst trains are in use on the track.

2 Description of the service

The service will consist of equipment, knowledge and crew. The supplier must hold certified operators / pilots and is expected to have necessary permits to operate drones in accordance with Norwegian law. The service will consist of four kinds of activities. 2.1: Crisis management / preparedness: contribute with observations of nature accidents, e.g. landslides, avalanches and floods, to achieve the quickest possible overview and planning of remedial measures. The Provider of the services should be able to at short notice, preferably within 12 hours (a similar or better response time is desirable), to meet at an arbitrary location along the railway network in Norway. Furthermore the Tenderer must commit himselves to participate in planning and training for emergency situations. - 2.2: Preventive tasks / monitoring: mapping to avoid potential natural events before they occur. The service must be developed with regard to supplementary work / processing of the collected data. - 2.3: Single tasks: planned operations for observation and documentation of the progress of projects or individual cases. - 2.4: Development project: observation beyond line of sight (BLOS) along the JBV infrastructure, to identify any need for efforts (e.g. snow clearing). This service depends on a corridor above the line, approved by the Civil Aviation Authority (CAA). The Tenderers are expected to offer all the three first services, the fourth service (2.4: observation BLOS), is optional. The Norwegian Rail Administration reserves the right to transport the possibility for call off to other contractors delivering services to the Norwegian Rail Administration, e.g. inspectors of snow avalanches or construction of bridges.

3 Requirements relating to performance

4 Requirements relating to the Contractor's organization of the service

JBV expects all relevant Norwegian laws and regulations and operational standards for unmanned aerials systems to be complied with. The Contractor is in particular expected to comply with the following requirements: 5.1: The Supplier shall submit declaration of conformity in accordance with the regulations of the Norwegian Communications Authority (Nasjonal kommunikasjonsmyndighet) for the radio equipment being used during operations with the drone (see nkom.noEkstern lenke). 5.2: The Supplier shall also, for each unmanned aerial vehicle intended for use under this contract, submit a confirmation of insurance covering strict liability for damage to third parties (FOR-2015-11- 30-1404 Regulations concerning aircraft without a pilot on board etc., sections 17 and 18; and LOV- 1993-06-11-101 Law of aviation, chapter XI), including receipt of paid premium.
